The Congress Working Committee (CWC), the शीर्ष निर्णय-making body of the Indian National Congress, is set to meet today to finalise its strategy on key constitutional amendments, including the proposed Nari Shakti Vandan Adhiniyam and a delimitation Bill. The meeting comes just days before a crucial special session of Parliament scheduled between April 16 and 18.

The बैठक will be chaired by party president Mallikarjun Kharge and will include prominent leaders such as Rahul Gandhi, Priyanka Gandhi Vadra, and Abhishek Manu Singhvi. Senior MPs and core committee members are also expected to participate in the discussions at the Congress headquarters, Indira Bhawan, beginning at 3 pm.

Focus on Women’s Reservation

A key agenda item is the party’s stance on the women’s reservation Bill, which aims to ensure greater representation of women in legislative bodies. Government sources indicate that multiple legislative proposals may be introduced to operationalise the long-pending reform.

One significant shift under consideration is the decoupling of women’s reservation from the national Census exercise, which has delayed implementation for years. Instead, the government may propose using 2011 Census data to expedite the process, a move likely to trigger political debate.

The Congress party is expected to deliberate on whether to support this approach or push for modifications, particularly around data accuracy, representation fairness, and constitutional implications.

Delimitation Bill Under Review

In addition to women’s reservation, the CWC will also assess the implications of a proposed delimitation Bill, which could redraw electoral boundaries. This issue has long been politically sensitive, especially for states concerned about changes in parliamentary seat distribution.

Party leaders are likely to evaluate how delimitation, if linked with population data, may impact regional representation and political balance across states.

Strategy Ahead of Parliament Session

With the special Parliament session approaching, the Congress aims to present a clear and cohesive strategy. The party’s position will be crucial in shaping parliamentary debates and influencing broader विपक्ष dynamics.

Sources suggest the meeting will also explore alliances, floor coordination, and messaging strategy, ensuring the party remains aligned on key legislative priorities.
